Triangular Diplomacy: Strategic Implications of a Resurgent Russia for the European Union and the United States

As the unfolding crisis in Ukraine tragically demonstrates, more than two decades since the end of the Cold War, the states of the Euro-Atlantic region have not developed an effective approach to security that can ensure stability, territorial integrity and freedom from the fear of aggression. Both Europe and the U.S. have repeatedly failed to understand Russia. This work package brings together diverse scholarly perspectives – from critical realism to constructivism to historical and cultural analysis – to examine the interaction of the EU, the U.S. and Russia in the area overlapped by the EU’s ‘neighborhood’ and Russia’s “near abroad.” A particular focus of the project will be on the different ways security issues in the region are understood in the EU, the US, and Russia in light of their different historical and political contexts.
